A sushi and ramen restaurant from the team behind Tampa's Michelin-starred Koya is headed to Odessa, with a possible October opening at the Shoppes at Starkey Crossing on Gunn Highway.

Toro, owned by Eric and Adriana Fralick, will serve specialty sushi, nigiri, ramen bowls and maki rolls at 2290 Gunn Highway, the Tampa Bay Times' Helen Freund first reported on Tuesday, Sept. 1. The restaurant is named for the prized fatty tuna belly.

The concept will follow a more casual format than the Fralicks' other restaurants, according to the Tampa Bay Times. Eric Fralick told the paper the spot will emphasize "takeout done right" alongside its dine-in menu.

Fralick, who spent several years living and cooking in Japan, opened Noble Rice with his wife in a small Hyde Park space in 2016. That restaurant later moved to a larger location at Tampa's Water Street development. The couple then launched Koya, a nine-seat omakase counter that became the first restaurant in the Tampa Bay area to win a Michelin star.

Their newest Tampa restaurant, Kinjo, opened in 2025 with an Italian-Japanese fusion menu and earned a Michelin recommendation in its first year.

Toro's sushi and nigiri selection will be similar to Noble Rice's, with fish sourced at auction from Tokyo's Toyosu Market, according to the Tampa Bay Times. Diners can expect bluefin tuna otoro, uni (sea urchin), kanpachi (amberjack), shima aji (striped jack) and madai (Japanese sea bream).

Ramen bowls, specialty maki and other dishes will round out the menu.

Fralick told the paper he is still hiring staff and building out the full menu. He said the restaurant could open as early as October, though no firm date has been set.
