Gregory Fuher, a Wesley Chapel business consultant and U.S. Navy veteran, is running for Pasco County Mosquito Control District Board Seat 2 in the Nov. 3, 2026, general election. The nonpartisan seat carries a four-year term, according to the Pasco County Supervisor of Elections.
Fuher faces Shanon R. Holm in the race. Fuher said in our candidate questionnaire that he is seeking office to promote "Open, Accessible Government: Modernizing board operations and meeting schedules so working families can actually stay informed and involved."
"Pasco County doesn't need a passenger on the board—we need a working watchdog who asks the hard questions, protects taxpayer dollars, and insists on absolute transparency," Fuher said.
Candidate information
Residence: Fuher said he has been "a Pasco County resident for 17 years, residing in Wesley Chapel, FL."
Party affiliation: "Republican," Fuher said in our questionnaire. The race itself is nonpartisan.
Family: "My wife Leyna and I have 5 adult children Jeffrey, Brittany, Christopher, Kianna and Lauralee," Fuher said.
Education: Fuher said he is "currently continuing my business administration degree at Pasco Hernando State College and expect to have my AS degree by 12/27 and then transfer to a university to finish my bachelors degree." He also listed Cosumnes River College in his campaign materials.
Campaign finances: Fuher raised $100 per Pasco County campaign-finance filings as of the September 2026 reporting period, according to The Ballot Brief.
Experience and public service
Asked about his occupation and work history, Fuher said in our questionnaire: "I am a business consultant and have been an executive leader for the past 23 years. I have also served in the US Navy. I have been responsible for up to $100 million dollar budgets and have been responsible for making difficult decisions that can make or break an organization."
Fuher said he served on the USS Abraham Lincoln. His campaign materials list roles as a senior leader at Copart and at IAA (Insurance Auto Auctions), and as founder and business consultant at Shellback Executive Consultants.
Asked about previous elected or appointed offices, Fuher said: "I have not held any other elected offices, and I have been appointed to and am currently serving on the Pasco County Building Commission."
On the issues
What sets him apart: Asked about differences between himself and other candidates, Fuher said in our questionnaire: "Instead of accepting administrative recommendations blindly, I actively scrutinize vendor claims and challenge workarounds." He said he demands "rigorous, nationwide competitive bidding rather than accepting unchallenged single-supplier claims." He also said he advocates for "shifting meeting times, hybrid streaming, and digital comments so working families have a voice."
First priority if elected: "My first priority is to initiate tight procurement policies for the district to operate under," Fuher said. "The district needs to contract with a third-party vendor that will allow the district to advertise RFP's nationwide in order to have a more competitive environment to allow the district to receive the lowest possible cost. I also want to prioritize Pasco County small businesses whenever possible so we can keep our tax dollars inside the county!"
Navy experience and mosquito control: Asked how his military background translates to overseeing the district, Fuher said that "Public agencies handling tax dollars and chemicals require strict protocol." He said "Managing aircraft, fleets, and inventories requires disciplined asset oversight and vendor evaluation" and that he is "trained to enforce compliance and catch administrative workarounds like bypassed RFPs."
Fuher's campaign committee is registered as "Friends of Gregory Fuher."
