Odessa's Asturia neighborhood could see sharply higher landscape spending, updated pool and clubhouse access rules, and a new security system after the community's governing board posted a packed workshop agenda for its Tuesday, July 14, session. The meeting was a workshop, not a voting session, so no formal action was taken.
The Asturia Community Development District Board of Supervisors, chaired by Donald Foltz, convened at 6 p.m. at the Asturia Clubhouse, 14575 Promenade Parkway. The agenda listed seven discussion items: amenity policy, master planned unit development boundaries, the future of the clubhouse, the final budget, a security system with door access, towing policy, and stormwater drains.
Decisions on all items are expected at the next board meeting, Tuesday, July 28.
Proposed budget: landscape spending jumps
The sharpest numbers in the proposed fiscal year 2027 budget, posted in the workshop package on the district's website: landscape replacement funding would jump to $100,000, up from $35,000 adopted for fiscal year 2026. General landscape maintenance would rise to $200,000, from $185,000.
The increases come as the district's previous landscape contractor resigned. An emergency vendor is handling mowing and trimming while a formal procurement for a long-term provider is underway, according to a notice on the CDD's website.
Amenity policy on the table
The workshop agenda included a review of the community's amenity policy, last revised in October 2022. Under current rules, each residential unit receives two key cards at no charge, patrons may bring up to four guests at a time, and non-immediate family members are limited to 12 visits per calendar year. Children under 16 must be accompanied by an adult patron 18 or older to use the pool.
A separate agenda item was labeled "Future of Clubhouse." The 5,800-square-foot facility houses a fitness center, kitchen, and indoor and outdoor gathering spaces alongside a resort-style pool.
Security, towing, stormwater
The agenda also listed a proposed security system with new door-access controls, towing enforcement, and stormwater drain maintenance. Towing and parking rules have been a recurring workshop topic; the district's current policy requires overnight permits for street parking on Friday and Saturday nights from 10 p.m. to 5 a.m., according to the January 2026 workshop agenda.
Separately, the district has filed a formal objection with Pasco County over a development request seeking to reduce required buffering near Asturia, according to documents posted on the CDD's website. The board has also raised concerns about the proposed Rangeland Boulevard project's impact on traffic and pedestrian safety.
