Sound barriers between the Asturia community and the planned Rangeland Boulevard extension will come before the Asturia Community Development District board on Tuesday, Oct. 27.

The board's meeting agenda lists a "Discussion of Letter Regarding Sound Barriers for the Rangeland Expansion" under the district counsel's report. The item is one of several Rangeland-related actions the Odessa-based CDD has pursued over the past two years.

The district previously sent a letter to Pasco County Planning, signed by then-Chairperson Susan Coppa, requesting a vegetative buffer of at least 100 feet between Rangeland Boulevard and the Asturia community. That letter also called for "effective sound screening measures, such as a sound wall or berm," a pedestrian underpass at the boulevard crossing, and the termination of Long Bow Way and Trails Edge Drive at their current endpoints to block through traffic.

Pasco County is conducting a route study for the Rangeland Boulevard extension from Cattle Gap Trail to Bexley Village Drive, a stretch of about 3.4 miles. According to the route study, the project aims to ease travel east and west of the Suncoast Parkway and relieve congestion on State Road 54.

The Asturia CDD board tabled a related item, a letter of agreement between the district and Pasco County on Rangeland, at its November 2024 meeting. No outcome has been reported since.

Beyond the Rangeland discussion, the Oct. 27 agenda includes a presentation of fiscal year 2026 goals and objectives with authorization for the chair to execute them, and consideration of Resolution 2027-01 to classify surplus tangible property. The board will also discuss whether to keep two maintenance employees on staff and review emergency exit gate options.

The district's website also lists a vacancy on Seat 5 of the board, with applications due Tuesday, Oct. 20. The posting encourages interested residents to attend the Oct. 27 meeting.

The meeting starts at 6 p.m. at the Asturia Clubhouse, 14575 Promenade Parkway, Odessa. Residents can also join by Zoom using meeting ID 826 038 5621 and passcode dS3D6Q. Audience comments on non-agenda items are limited to three minutes per person.

Chairperson Donald Foltz presides over the five-member board, which includes Vice Chairperson Jonathan Tietz and supervisors Jesse Lamb, Samuel Whitten and Amanda Weaver.

The next scheduled workshop is Nov. 10 at 6 p.m., followed by the next regular board meeting Nov. 17 at 6 p.m., both at the Asturia Clubhouse.
