Hillsborough County Zoning Hearing Master's published agenda for the Monday, July 20, session, pushing those applications to the Monday, Aug. 24, ZHM hearing. One additional case was withdrawn, and two others were moved to Monday, Sept. 28.
The continuances give affected residents additional weeks to review proposals and qualify as parties of record before cases advance to the Board of County Commissioners for final votes.
Pebble Creek remand on the docket
The highest-profile item on the July 20 agenda is the Pebble Creek Golf Club remand (MM 23-0132). G.L. Acquisitions Corp. seeks to build roughly 250 single-family homes on 149.85 acres at 10550 Regents Park Drive, east of Bruce B. Downs Boulevard and about 1.5 miles south of the Pasco County line.
The Board of County Commissioners voted 5-1 on Tuesday, June 9, to send the case back to the ZHM on a narrow question: whether an ex-parte email from golf course owner Bill Place to District 5 Commissioner Donna Cameron Cepeda tainted the original proceedings. Commissioner Ken Hagan cast the lone dissenting vote.
"I feel very strongly that this board let this neighborhood down," Hagan said at the June 9 meeting, noting he had represented Pebble Creek for 24 years.
Chief Assistant County Attorney Cameron Clark told commissioners on June 9 that the case would return to the board's Land Use calendar in September, with public comment limited to the ex-parte issue. The ZHM's recommendation on the remand had not been published as of Monday, July 20.
North Dale Mabry rezoning
One case with relevance to the Lutz corridor also appeared on the July 20 agenda: Robert and Tamara Cribben's application (RZ-STD 26-0811) to rezone 6.489 acres at 19135 N. Dale Mabry Highway from Agricultural/Single-Family Conventional to Commercial Neighborhood, Restricted. The parcel sits in the rural service area. The ZHM's recommendation on that case had not been published.
What was continued
Among the 17 cases listed as continued to Aug. 24: a rezoning by Karla Llanos (RZ-PD 26-0206), a major modification by the Florida Conference Association of Seventh-day Adventists (MM 26-0215, continued by staff), a rezoning by The Disbrow Corp. and Mini Vacations LLC (RZ-PD 26-0237), and applications by Equity Trust Co. (RZ-PD 26-0281), Crown Castle USA (MM 26-0546), Greentek Property Solutions (RZ-PD 26-0665, continued by applicant) and Learning Gate Community School (RZ-PD 26-0801 and RZ-PD 26-0802).
Todd Pressman's standard rezoning (RZ-STD 25-0174) was listed as withdrawn. A separate Pressman case (RZ-PD 26-0363) was continued to Aug. 24.
Several applications have been delayed multiple times. Crown Castle USA's modification was first continued at the Tuesday, May 26, ZHM session, according to the June 22 ZHM minutes. The Seventh-day Adventists case has been continued by staff since the Monday, April 27, session.
How to participate
Residents who want to speak before the board on any of these cases must qualify as a party of record by presenting testimony at the ZHM hearing, being notified by proof of mailing, or submitting documentary evidence to the master file at least two business days before the hearing, according to county zoning procedures.
