Shanon R. Holm is running for Pasco County Mosquito Control District Board Seat 2 in the Tuesday, Nov. 3 nonpartisan election. Gregory Fuher is also running, according to BallotReady.

Asked why he is running, Holm said in our candidate questionnaire: "With Commissioner Matt 'Skeeter' Abbott stepping down this November, the Pasco County Mosquito Control Board requires an experienced leader who can take charge immediately—and I am that leader."

He added: "Right now, every single commissioner lives in New Port Richey. By electing me, you will secure East Pasco's first-ever resident on the board, ensuring true, balanced representation from day one."

Candidate information

Residence: Holm said he "live[s] in East Pasco with my fantastic wife, Katie—a local nursing educator—and our six-year-old son, who is a first grader at San Antonio Elementary."

Biography: Holm said he "was born and raised in the state of Florida" and has "lived and worked in Pasco County since 2007," according to his candidate filing. He became an East Pasco homeowner in 2017, he said.

Education: Asked about his education, Holm said in our questionnaire: "I have a Bachelor's Degree from the University of South Florida. Go Bulls!!!" BallotReady lists his degree as a bachelor's in criminology, earned in 2021.

Party affiliation: Holm said in our questionnaire: "This nonpartisan election centers almost entirely on fiscal management rather than social issues … While party affiliation is less relevant in a local race of this nature, public records indicate that both candidates are registered members of the Republican Party."

Experience and public service

Asked about his work history, Holm said in our questionnaire: "As a current Board member for the Mirada Community Development District, I actively oversee a $3 million budget."

BallotReady lists Holm as a senior court program coordinator at the Sixth Judicial Circuit of Florida Administration since 2007. He previously worked as a juvenile diversion specialist at the Agency for Community Treatment Services from 2006 to 2007.

Holm's volunteer work includes serving as a committee member for the 9-11 Memorial Walk/Run 5K of Gulf Harbors. He also served as assistant logistics chair for Relay for Life of New Port Richey, according to his candidate filing.

On the issues

Asked about his elected and appointed offices, Holm said in our questionnaire: "As a current supervisor for the Mirada Community Development District, I understand firsthand how special taxing districts operate … When our management team proposed an increase in fees, I stepped forward, made the motion to maintain our current tax rates, and rallied my fellow board members to vote down the budget increase."

Asked what accomplishments show he can handle the job, Holm said: "I am the only candidate in this race with proven experience serving on a government board and managing a multi-million dollar budget … readiness that is absolutely critical as our community navigates the current dengue fever outbreak and the local state of emergency."

Endorsements

Holm said in our questionnaire that his campaign has earned support from several Pasco County leaders. Both parties are represented, he said.

  • Sheriff Chris Nocco
  • Senator Danny Burgess
  • State Representative Randy Maggard
  • School Board Member Megan Harding
  • Former County Commissioner Mike Moore

Holm also said he has the backing of all four of his colleagues on the Mirada Community Development District board.
