Land O' Lakes and Lutz families with young children can apply now for state-funded vouchers covering eight free swim lessons, a resource that carries extra weight in a community dotted with lakes and retention ponds.
The Florida Department of Health's Swimming Lesson Voucher Program is accepting applications for children ages 1 through 7. Each voucher pays for eight sessions with a DOH-approved certified instructor. Lessons must begin within 180 days of the voucher being issued and typically span about two weeks.
There is no fixed deadline. Vouchers are awarded until funding runs out, so families are encouraged to apply early.
Who qualifies
To be eligible, families must provide proof of Florida residency, the child's date of birth and documentation that gross household income falls at or below 200% of the federal poverty level. The program also gives priority to children with autism and children from active military families.
Why it matters here
Drowning is the leading cause of unintentional death for Florida children ages 1 through 4, according to the Florida Department of Health. More than 500 Floridians of all ages died from unintentional drowning in 2023, and the state ranks fifth nationally for drowning deaths.
As of Saturday, Aug. 8, 85 child drowning deaths had been recorded statewide in 2026, including five in neighboring Hillsborough County alone.
After a 5-year-old boy with autism drowned in a Hillsborough County retention pond on Saturday, Aug. 8, Stacey Hoaglund, president of Disability Advocacy and Support Specialists, told Tampa Bay 28 News that Florida stands alone in offering this kind of help. "We're the only state in the country that has a swim voucher for families in need," Hoaglund said in that interview.
Hoaglund noted that 67% of Florida children who drowned in lakes, ponds or canals in 2026 were children with autism, despite autism affecting only about 2% of the child population.
What lessons cover
Instruction includes water-entry safety, floating, breath control, basic swimming skills and age-appropriate rescue techniques. The DOH requires at least one approved provider in every Florida county, including Pasco. The YMCA is among approved providers statewide; families can check the current Pasco County provider list at FloridaHealth.gov/WaterSmart.
The program was created by Senate Bill 544, signed by Gov. Ron DeSantis on April 15, 2024. A later expansion raised the eligible age range from 4 and under to ages 1 through 7.

Families can submit applications at azapps.floridahealth.gov/SLVoucher or visit FloridaHealth.gov/WaterSmart for more information. Once approved, digital vouchers are redeemed directly with a DOH-approved local provider.
